From 25 to 27 June 2025, the VALORADA project actively contributed to the European Urban Resilience Forum (EURESFO) in Rotterdam. As a co-organising project, VALORADA highlighted its data-driven tools for climate-risk assessment and engaged with cities, regions, researchers and civil-society organisations working on adaptation.

Key contributions included a session on digital tools for climate resilience, demonstrations of the Pixagri and Landia tools, participation in site visits in Rotterdam, and the promotion of the VALORADA Climate Risk Survey developed by FMI.

For over a decade, EURESFO has been a key platform bringing together local and regional governments, researchers, civil society organisations, and EU institutions to exchange on climate adaptation, disaster risk reduction, and strategies to build more resilient cities and territories.

Three days of collaboration, dialogue, and visibility for VALORADA

The three-day programme provided a rich and dynamic agenda of plenaries, technical sessions, mobile workshops, networking opportunities, and site visits. It facilitated meaningful exchange among a wide range of stakeholders committed to supporting Europe’s adaptation to the impacts of climate change.

Day 1 began with the Opening Plenary titled “Resilience in Crisis: Accelerating Action for a Just Future”, followed by a series of high-level panel discussions exploring integrated water resilience, polycrisis preparedness, and financial instruments for risk reduction. In the afternoon, participants joined mobile workshops held across Rotterdam, including one featuring the VALORADA project:

The session “Digital Tools for Climate Resilience: Harnessing Geospatial Data and Local Insights” highlighted a number of tools designed to support local adaptation planning. In this session, Sylvie Duthoit (Head of Projects, TerraNIS SAS) presented two tools developed under the VALORADA project:

• Pixagri, which supports drought risk assessment and the analysis of impacts on agriculture
• Landia, which helps urban stakeholders monitor and manage urban heat island effects

Her presentation demonstrated how data-driven tools, rooted in Earth Observation and co-designed with end-users, can effectively support local authorities in strengthening climate resilience strategies.

Day 2 opened with the plenary “Building a Just and Resilient Future: From Knowledge to Action”. A key feature of the day was the Marketplace, where Horizon Europe projects and European initiatives presented their work, demonstrated tools, and exchanged directly with participants.

VALORADA was pleased to take part in the Marketplace through a dedicated stand on the theme:
“Leveraging local risk data for climate adaptation”, shared with the UP2030 project, which showcased its HydroFlow tool.

Throughout the day, Sylvie Duthoit was available to engage in discussions with cities, researchers, and practitioners on how locally validated, geospatial data can better inform climate risk assessments and support evidence-based resilience strategies.

The VALORADA team also used the opportunity to promote the VALORADA Climate Risk Survey, launched by the Finnish Meteorological Institute (FMI), which aims to gather insights from stakeholders on how climate risk indicators are used in practice and what data needs remain unmet.

Day 3 was dedicated to site visits across the city, offering participants concrete examples of place-based resilience strategies in action, including in the neighbourhoods of BoTu and Oud-Mathenesse.

Looking ahead

The VALORADA team is proud to have contributed to this collaborative and forward-looking forum. EURESFO 2025 confirmed the importance of collective intelligence, practical tools, and cross-sectoral partnerships in building a more climate-resilient Europe. The discussions and connections made during the event will continue to inform our work in the months ahead.

As part of this broader effort, the VALORADA project is working to raise awareness of the untapped potential of existing data for climate adaptation. The project focuses on integrating diverse datasets — combining local knowledge with climate and non-climate data — through co-developed data manipulation tools and tailored climate information. 

To date, VALORADA has identified the most relevant climate risk indicators and conducted an in-depth gap analysis of how European data platforms are used in local risk management across selected demonstrator regions. 

To broaden and validate these findings, VALORADA is now launching an EU-wide survey to better understand how climate risk indicators and data platforms are used across Europe. The results will be published in June 2026. 

Understanding how these tools are used in practice is essential to evaluating current adaptation efforts and identifying both gaps and strengths. Since data is the foundation of effective climate risk management, assessing its real-world application helps ensure that platforms and resources meet the needs of local and regional actors. 

The insights and recommendations from this work aim to support a broad range of stakeholders — from policymakers and urban planners to researchers and local communities — in navigating the challenges of accessing and applying relevant information.

During the afternoon we have the amazing opportunity, together with our sister projects CLIMAAX and Climateurope2, to participate in networking sessions along with climate services buyers and providers!

A warm thank you to the PROTECT project for the invitation and congratulations on these 3 years of great work, inspiring!

The 3-days gathering allowed participants to exchange and nurture insightful and in-depth conversations. It was the opportunity to showcase the progress achieved in collecting useful climate and non-climate data and make them “interoperable” in terms of metadata. These will be further applied in the 5 pilot regions: Gabrovo and Burgas (Bulgaria), Prerov and Mlada Boleslav (Czech Republic), Occitanie (France), Central region of Greece, and Molise region (Italy).

The discussion around VALORADA’s legacy has been present across the sessions. Other key issues addressed the valorisation of data in the climate impact chain, how to ensure scale up and replicability, how to engage potential future regions and local authorities to enable a wide outreach, and the added value of VALORADA in regions’ climate adaptations journey.

With climate change creating increasing pressure on our environment, protecting soil health is more critical than ever. In this work, which is part of the VALORADA EU project, Spectra Lab explores how digital tools can help us assess soil organic carbon after wildfires, a vital component for healthy ecosystems and sustainable agriculture.

Congratulations to the team for their participation in this prestigious event! Follow us for our upcoming findings regarding the effects of soil erosion in this afflicted area, both now and in future climate scenarios!

The attendants from all VALORADA demonstrators:

• The municipalities of Gabrovo and Sofia, in Bulgaria;
• The city of Přerov, in the Czech Republic;
• And the regions of: Central Greece; Occitania, in France; and Molise, in Italy.

They came together for an interactive and collaboration-focused 1.5 day workshop with the goal of defining local data needs under the threat of climate change.
   

Scenario-based thinking, collaborative and cross-cutting approaches, and creative workshop elements allowed attendants to express their data needs as well as discover commonalities in barriers to data access between regions and exchange on common barriers and best practices.

The overall takeaway for the attending local authorities was that by communicating and collaborating in a cross-regional way, not only common barriers but also common solutions to shared problems can be identified, and we are all looking forward to the next steps in our collaboration on the way to adopting adaptive practices to climate change.

The 15 participants were mainly from the Burgas Municipality, but also representatives of academia and NGOs.

This workshop concludes the first series of VALORADA workshops. The second round will take place at a later stage of the project and will aim at launching the implementation of solutions collectively thought during this first series. Stay tuned on VALORADA’s social media channels to be updated about the latest project advancements!

In particular, this dynamic workshop through fruitful discussions and activities, dealt with the intersection of climate change, water stress in agriculture and thermal comfort in urban areas. The workshop aimed to bring together different stakeholders from the region of Central Greece, with an emphasis on these multi-thematic approaches. All together identified key climate issues affecting the region. Participants worked actively to define indicators crucial for understanding and mitigating climate risks, highlighting the value of data sets in this critical process. Through the collaborative spirit of the workshop,  the 35 participants were able to effectively manage data for informed climate adaptation decisions.
